Breakfast at table service lounge area?

I'm heading to WDW in a few weeks, and I know there is a bar/lounge area at most table service restaurants that are first come/first serve. However, I'm wondering if any of the lounges/bars are open during breakfast? I'm specifically thinking Steakhouse 71 and Topolino's terrace. I'm travelling solo and would love to be able to pop in for a late breakfast if the lounges are open.

I know I can also potentially join the walk-up list if the lounges don't open until lunch or dinner, so I'll keep that in my back pocket. Anyone have experience with the lounges being open early?

Steakhouse 71 Lounge doesn't open until 12 pm.

I can find nothing setting the Topolino Bar apart from the restaurant hours wise. We know it's first come first serve in the dinner hour but no idea if they will serve you during breakfast. Any photos I've seen of breakfast it looks empty.

I think most lounges don't open until lunchtime, some later.

The bar part is not open/staffed at that hour, but you can sit in the Outer Rim seating area if you are eating at Contempo Cafe at CR.
