While the war probably had no effect on touring plans for these groups, the crash of the Brazilian economy is definitely having a major effect. A large international association of travel agents just met in my city last week, and the agents who normally book Brazilian tourists into the US were all pretty much crying through the whole meeting. Bookings out of Brazil are WAY down this year, almost flat, from what I was hearing from a colleague who attended the meeting. I think it is likely that this July will see far fewer teen tour groups from Latin America at WDW than there have been in recent years.
It is my understanding that most of the kids who are in those groups are 15-yo girls who are celebrating their Quinceanera (sp?). (Apparently, there is a trend to skip the wedding-sized party and the attendant costs, and send the girls on a trip to the US instead.) It's easy to understand how their behaviour gets out of hand when you think about it. The tour companies don't hire very many chaperones, and most of the those they do hire are college students who are not that much older, perhaps 21 or 22. Rather an obvious recipe for chaos, IMO.
