where has this moved to. i didnt realise i had it in the wrong place.
 
As far as I know a "bounceback" is a discount on cash rooms offered if you make cash reservations for your next visit, through CRO, while staying at WDW. It may or may not be offered to DVC guests.

I've heard the discount is about 10% on average, but varies by season. Free Dining is occasionally offered as a bounceback, instead of a room discount.

This is exactly what bounceback refers to. It's a way for CRO to hook people in to making a decision to return again within a prescribed window by offering either a room only discount, or another package deal, such as free dining. They offer is only valid to the guest up until they actually check out...once they check out, if they haven't accepted the offer, it goes away.
 

Here's a photo I took yesterday before we checked out of Old Key West. This picture shows the bounce back promotion ad left in the room. You had to book this before you checked out of your resort to qualify.
