if you book a vacation package directly through Universals website and a lower rate/discount becomes available can you easily change to that lower rate or is this only possible if you book through the Lowes site? (for Royal Pacific). Also do you get the complimentary Three Broomsticks breakfast if you book through the Lowes site?

The breakfast is part of a package, which isn't bookable through Loewshotels.com. Also, while pricing it out, I did NOT find it to be complimentary at all, but fully charged-for...but your pricing may vary.

As far as I have ever read, if a package price goes down it's easily changed. Same with a room-only through loews' website.

But just as a head's up, the Harry Potter package is, hands down, just about the most expensive way to book a Universal trip... Doing it a la carte worked for any trip I've priced out, and for the trip we took in December and trip we're taking this month. Be sure to price it all out!
 
packages don't necessarily decrease in costs.

i have not read or heard of any package cost being modified due to room rates going down.

doesn't mean it won't happen, just have never heard of it decreasing once you have booked it.



room rates do decrease in costs due to promos, AAA and APH.... and can be modified to reflect the lower rate.
