Booking Hotels and meals in advance

If you are already at the park and hold an AP can you book a hotel room whilst you are there or do you have to come back home and call a special number and the other thing is we are hoping to visit begining of Oct, and again for New Years Eve, is it too early to go to City Hall and make a dinner reservation for that night or would we have to phone? Thanks - You can guess who has got the Disney Bug!

I would have thought you could book a room through the AP office as you can ring via them when home to get AP discount.
