Book Too Early = No RO Discount Offered?

I've heard that if you book too early, then Disney won't have any incentive to offer a RO discount later on (since it appears the rooms are filling up just fine without a discount, etc). Is there any truth to this?

Here are my specifics...we'd like to book 3 Business Class rooms at CSR for a stay in September. I understand they often offer RO discounts for this time of year. I know there aren't too many BC rooms at CSR, so I'm tempted to reserve them now. But I also don't want that to make it so Disney won't offer a RO discount later on, haha. Thoughts?
 
If you'll go regardless of a discount, book now. If you won't go unless you get a discount, hold off.

Having the room booked ahead of time doesn't offer any leg up in applying the discounts.

Thanks for the advice. I think I might book our room quite soon then. I'd rather have the Business Class room without a discount than a different type of room with a discount I think. And if a discount can be applied later on, I'll see it as a nice bonus. We shall see if I can convince the others in our group to make their reservation this early. They've never been to WDW and don't realize the amount of planning and thinking ahead that needs to take place sometimes!
