We also saw what appeared to be new construction across the lake from Downtown Disney - does anyone know what that is

That is a Fairfield Time Share. Not owned by Disney. Borders Disney property on two or three sides. No special ins with Disney if you stay there.

The new construction you saw across the lake at DD is the transformation of the Disney Institute into the latest DVC resort, Saratoga Springs Resort. It is going to open in phases beginning this May.
