Do DVC members staying at BLT on a 'cash' reservation have access to the the TOP?

If your cash reservation is through Member Services. If you made it through Disney Reservation Center, no.

I'm surprised it makes any difference 'how' I make the reservation? Is it marked on your room key?

Yep, there is a notation on the key noting if it is a DVC reservation or other.

This perk is similar to the pool hopping perk. You must be staying on a DVC reservation through DVC.

Nope, not possible. You'll have to cancel and rebook. And they won't give you any of the CRO(DRC) discounts if you got them. It's either rack rate or maybe 25% off rack rate.

Yes, I still think it is worth going up to see regardless of the view you have from your room.
