Black flies on cilantro plant

As I was looking at one of the cilantro plants yesterday, I had seen these little black flies. They don't seem to be eatting the cilantro, but not sure what they are and not sure how to get rid of them, any suggestions?
 
I don't know what they might be, Patsy, but I'd first start with a spray from the hose to knock them off, and then some sprays of insecticidal soap. :)

I hope they don't start munching! :D
 
My dad had sprayed some type of insect spray and it seemed to take some of them off, but will do the water spraying this afternoon. I'm keeping a close eye on that plant.
