Yesterday DD9 and I went to DLR (along with tons of others-most local schools were closed yesterday!
) with our neighbors who were celebrating DD's 6th birthday. We all have AP. Her mom wasn't going to get her free birthday gift since she had read that she needed her DD's birth certificate to get it and didn't bring it. I told her that that didn't make sense since her DD was already in the system with her birthday, Jan. 30, 2003.
I convinced her to try anyway and since we were at DCA we went to Guest Services there. It was a great idea.
Yes, they could process her free gift without a birth certificate and without the email from Disney (the mom hadn't entered it online in time). The CM took the info, went into the back for a minute or so, and then gave the mom the gift. She opted for the free ticket which she will upgrade to an AP when their passes expire. So therefore she'll get $59 off her next AP. She's going to do the same thing next week for her 11 y/o DD. Since she's an adult, she'll get $69 off. When we got to GS there was no line and when we left there were only a few guests in line. So, if you have an AP, I recommend DCA v.s. DL.
Also, I asked the CM about So Cal residents who qualify getting the "Twofer" ticket deal if their birthday falls during the qualifying time period and she said "No" Guests will only get a tix good for one park, one day. I've read other info on these boards so I wanted to check. Now it may be that the CM was wrong-if I wasn't an AP holder and my birthday qualified, I would totally ask for the "Twofer"
