The last time I HAD to do it was in 8th grade English class. Mrs. Albert loved diagramming sentences.
I have done it voluntarily (mainly in my head) when I'm reading really bad writing and can't figure out what the sentence is supposed to day. I know a lot of people love him, but the one time I tried to read a Nicholas Sparks novel, I spent time diagramming because I thought his writing was so clunky.
It is also helpful if you go to law school and have to read legal opinions -- epsecially Supreme Court cases from the 1800s! (Modern ones aren't all that easy to understand either!)
