does Disney offer better room rates for annual pass holders or Fl residents for a deluxe resort?

Yes, AP room-only rates usually come out a couple weeks after the general public rates. They are based on availability but often 5%-10% more than the general public rates. We don't usually find the rooms/dates we want, but they are there if you are flexible. The times we did see AP discount rates for what we wanted, Orbitz had the exact same rates or better, plus 15% disc code.

The mousesavers website has a great chart detailing discounts and dates for the past couple years.

I just wait for the late August discount from a travel agent that I use. They offer a 55% discount on Deluxe rooms.
