Best way to get into Tempura Kiku

Can anyone give me a recommendation on how to get into the 25-seat no PS Tempura Kiku in Japan, Epcot?
They're open for lunch(noon-3:45) and dinner (3:45 and after)
My theory is that if we show up at late 11ish by taking the boat after rope drop and putting our names down, then wandering around a bit into "middle countries" while most people are still stuck in future world and the "end" countries which will make a very welcome break from the crowds. (Going on xmas eve)

Does anyone else have a suggestion of where to go if we can't get in?
France for coffee and pastries seems like a nice idea.
What other cafe's/ bakeries/ counter service do people recommend?

We had no problems walking up with four people at 4ish for a dinner seating. Got seated immediately.
 
We have also gotten into Tempura both times we've been there with no problem. We went between 11 and noon both times and got right in.
 
Usually, you can sit right away there. We have been told about hours of wait for the regular part, but right away of five to ten minutes for the Tempura part, many times. I don't think sitting in there is as elusive as you think.

It is very good, we probably make it there once every trip....its not a difficult place to get into.
