The steaks we've tried at WDW, in order of preference:
1. Le Cellier's Mushroom Filet -- We make it a point to try all new restaurants each trip, EXCEPT for LC, just so we can have this steak again!
2. Jiko's Oak-Grilled Filet -- Good quality and great flavor.
3. Tony's NY Strip -- Yes, this one was quite a surprise! My chicken parm was terrible, but DH got this steak...it was flame-grilled and so tasty! Not the highest quality cut, but still one of the best dishes you can order at Tony's.
4. Yachtsman's NY Strip -- Really did not care for this one, especially given the price. It is dry-aged, and to me it tasted more like pork than beef.

That combined with bad service has ensured we will not be going back.
Now, we have never tried Shula's, but I have heard it's comparable to a Ruth's Chris and we have eaten there a couple of times. I would put a Ruth's Chris-esque steak house as maybe a 1.5, as they are also very good but in a different way. The quality of the steak is better, but they usually let that be its main selling point, and prepare it very simply, maybe with just a little butter. Which is good, don't get me wrong. But we also really enjoy the way the Le Cellier filet is prepared with its sauce and risotto. Prime steakhouses will have a better steak where sheer quality is concerned. But the single best restaurant meal I have experienced, start to finish, is Le Cellier.
