Best splash areas/pools for kids under 3

We are bringing the grandkids to Disney and will be spending most of the time at the resort. Splash areas have not been something I really looked at, except VGF since that's our favorite resort, and not sure about that one with really little kids.

The kids will be about when 1 year and 2 1/2. We know the older one loves the water, so a zero entry pool is important too. The younger one is only 10 weeks now, so not sure about him yet :)
 
Kidani has the best splash pad for little kids in my opinion, and they have zero entry as well. BLT comes in second with splash pad, zero entry and small manageable size. After that the Beach pool and splash pad at VGF are great for littles. We love the Poly Oasis pool but the Volcano Pool splash pad is for slightly older kids. Can’t forget Storm-a-long Bay at BCV but you trade off a splash pad for the sandy area which our 1 year old loved when we were there. Wilderness Lodge splash pad is good too and the BRV pool has zero entry. Don’t love the BWV pool as much and we’ve never stayed at SSR or OKW..

We haven't booked yet. I'm leaning towards Riviera right now to give it a try, and the pools look good. Pools are a major consideration. There will be only one day at MK then resort relaxation, but with two kids under 3! Being able to walk places is important too.
 

Not a huge fan of Kidani over Jambo when booking but GD loves the splash pad there. WLV is a close 2nd but the fact that Kidani’s is shaded is a huge plus IMO.
 
I wouldn't necessarily base your decision on the splash pad. I say this because both of my sons were afraid of the kiddie areas as toddlers due to the water pouring on their heads. At GF it's the Mad Hatter's hat. Most of the splash pads have some element of water dumping though. All the resorts have pools the kids will enjoy, so I would choose based on theming, dining, and proximity over pools and splash pads.

That's my concern too, if it might even knock the little one over.
