Victoria and Alberts is the high end option, dress code is strictly enforced and kids are not allowed, which is a good thing. After that my next recommendation would be Jiko followed by Citricos then Narcossees or California Grill. Unfortunately what California Grill offers in view suffers from average food (used to be VERY good, but IMO has gone down more then the other restaraunts).
1) Most of the restaurants mentioned are NOT romantic.
2) In fact, any eatery that accepts DDP is not romantic.

3) Take an eatery not on DDP, but also not in DTD.

We went in May for DH's birthday and left the kids with grandma! Artist Point had very nice atmosphere and excellent food. It was not busy that night and there were no kids around, our table was very quiet. We did have a server who was a bit overbearing but overall a very nice meal. Jiko two nights later was busy and we had to wait 30 min past our ADR to be seated. A family with two kids under age 3 sat across the aisle from us. Service was great, food was Excellent (with a capital E!). The kids were not too unruly but a little distracting. So to sum it up, the atmosphere will likely depend on the luck of the draw with your seating, unless you follow the Scupper's advice
None of the restaurants available on Disney's Dining Plan are romantic, as they are too noisy, service is unpredictable and the tables are too close together.
I'd definitely pick V&A first, it's a wonderful experience. For second, I'd either pick Bistro de Paris at Epcot or one of the restaurans at the Swan and Dolphin. None are on Dining Plan, food is superior and atmosphere will definitely be more adult.
