Best moderate resort for a toddler?

Planning a trip to WDW in September, wondering which moderate resort are best for a toddler? Which one will he (3 years old) enjoy the most?

I don't know that the toddler would see a difference but CBR has lots of sandy beaches to play on. Also several playgrounds. Nice kids pool also.

I would pick the resort that appeals to you and then everyone would be happy.
