I understand it's an expensive counter service, but if I'm reading your post correctly, if you're a family of four, you can just order two meals instead of four and split them? I would think you could choose to pay OOP for those two meals if you want to save your QS credits
Yes you can order as much or as little as you like. You can just get coffee if you want. And you can choose to pay OOP, but at $24 plus tax, that's a pretty expensive OOP meal when you have the QS credit to use. That QS credit is "worth" $18-20, so BoG breakfast is actually a good value, moneywise, with the DDP.
