BCV access to SAB vs Poly pool

It seems a little puzzling (and sad) to me that Stormalong Bay isn't open, but the Poly's main pool is, during the time the DVC resorts are open but the main resorts aren't. After all, at the Poly, the DVC rooms account for a small percentage of the total usage of main pool (actually, for that matter, it's also true for VGF), yet their main pool is open. Do you think it's primarily because BCV accounts for an even smaller percentage of SAB usage, and because it's the most major pool at WDW, it would be so much more costly to run than, say, the Poly pool?
 
I believe SAB requires 9-11 life guards, Poly 2 at 1 and 1 at the quiet pool.
 
No one knows for sure, but from what I have read, in addition to a lifeguard issue, it is expensive to run...more so than any other.

Without YC and BC open, Disney would not Be sharing the cost. It also said the other feature pools will have limited hours....so, no one really knows how that will play out too.

Now, if SAB doesn’t open when YC and BC do, then it may have to do with other factors as well.

Considering there isn't a villas pool at the Polynesian, just the two pools that have always been there, at least one has to be open. Plus there are 380 villas at the Polynesian and only 208 at the BCV, they need more pool space at the Polynesian than they do at BCV. No need to open up SAB with the small size of the vllas.
 
Still 208 x 4 people a room average is 800+ people. No way would even 200 people fit in the small DVC pool, which requires no lifeguard. They should’ve opened all three quiet pools at BC/YC. And BW main pool is already crowded. I believe it is a lifeguard issue and the slide across the sidewalk doesn’t help.
