1) They used to have one at GF near GF Cafe restroom.
2) This was stopped (I think) in 2003.
There was a lady in the restroom in the Contemporary near the entrance to The Wave. I don't know if she's in there full time, but the few times I used that restroom, she was in there hand-rolling wash clothes and stacking them in little baskets for hand washing and personally handed me a towel after I was done washing. It wasn't a full attendant service (i.e., no perfumes or mints and didn't run into the stall to clean up after each person left or anything). There wasn't a tip basket or anything either.

I've never seen an attendant in a Disney resort restroom, or any other restroom on Disney property.
There seem to be very, very few places that have an attendant these days, I think that tradition is fading into the past.
To my knowledge there are non at Disney. I have NEVER seen one in any of the bathrooms unless it was a janitor cleaning in the parks. This is a European tradition which doesn't happen stateside for the most part.
I don't know the GF very well, but there was not one in the atrium restroom near 1900 PF in 2007.
