Right now I have

6 - 2013
165 - 2014

Then I will get my allotment of 185 in Dec 2015 again.

We have a trip booked for October 2104, planing on not going again until oct 2015 - do I need to bank all these points by July or just the 2013 ones. I will most likely book at my 11 month window but then try to switch resorts at the 7 month window if that matters.

Your 165 Dec 2014 points are good for stays from 12/1/14 - 11/30/15. The 6 Dec 2013 points need to be used by 11/30/14 or banked by 7/31/14. So, for an Oct 2015 trip plan, your Dec 2014 points will be available at that time. Your 2013 points are the only ones that need to be banked. When you go to plan your Ot 2015 trip, you should make sure the banked points are used first.

An October 2015 stay would be in your 2014 use year so you could use banked 2013, current 2014, borrowed 2015. Those 2015 points are already in your account so you can book in November 2014.
 

How about a borrowing question..

If I have to borrow points to make a reservation and I cancel that reservation the next day, are those points now permanently part of the current use year?

Yes, borrowing is a final transaction so once you borrow them, they will become part of the UY you borrowed them into and must be used during that UY.
