Yes, that is correct. However, if the person you are working with wants to rent a reservation rather than a point transfer into their DVC account, you can, of course, make a reservation in their name using those banked points.
I just wanted to make sure I understood this. Because we don't use our points any longer I thought I would rather make $$ from them. I would like to do a transfer but if I can't do the entire amount banked and coming on, then I would have to just do the ones coming on and rent out the others.
Are transfers hard to arrange? Are there people who want them?
I went to post in trade/rent but when I was in the US this summer I didn't have net for a month and missed so I don't qualify until at least January 25. I have time to wait.
There always appear to be those wanting to transfer and those looking for a transfer. However, it is not usually easy to find someone who wants a transfer of the number of points you want to transfer.
If what you are trying to avoid is much of the hassle of renting stays using your points, you may want to consider using a rental broker like David's who is a sponsor on the rent/trade board.
As Drusba said, it may be difficult to find someone that wants to receive a transfer of 215 points exactly (331-116). And since we are limited to one transfer per use year, you would still likely wind up with some of those 2014 points left over to rent.
