Which water park has the best kiddie area for an 11 month old. She is walking, loves the water in the pool at home. So it isn't going to be something new. Do they allow floating devises at the water parks or arm floaties? Any suggestions for taking DGD so young??
 
Both parks have some awesome kiddie areas so i'll let other debate that (but no matter which you pick, her and you will have fun)

As for floating devices, they have to be attached (buckle/zip/snap) to the child (but water wings/floaties are fine). Something you want to avoid are the rings where the child just slips into.

As for the rest of the rides outside the child/toddler area, they are allowed to go on as long as they can sit up by themselfs (so check out the big family raft rides at either park)
 
TL has a nice kiddie area. There is a pretty big area where the water is very very shallow & they can just walk around. Some very easy slides is s/he is a bit more "daring".

Very safe area, away from adult area.
