Generally, yes. If the turnaround day (the debarkation from first leg/embarkation for second leg) is a US port, the ship must "zero out" so everyone must get off.

In Europe that doesn't have to happen. But, they could require everyone to debark anyway, depends on how DCL wants to handle it from cruise to cruise.
