I thought it was 10 or 11, but when I enter my search criteria for 2 adults and 2 children 17 years old, the price is the same as 2 adults 2 children 3 years old. It is not until I enter 4 adults that I notice an increase in price for the same room.
I thought the cut-off was 10 or 11?

I think your mixing up tickets with hotel price.
Hotel - if your child is over 18 , then most times they are considered an Adult - call the hotel to verify this.
Disney ticket are different 10-17 years of age are a junior ticket , but at 18 their an Adult. As least this us what we were told when our kids were within this age range.

Tigger basically has it right. For room charges. anyone 18 or over is considered an adult. For most rooms, there is an additional fee for more than two adults in the room. For ticket purposes, anyone 10 or over pays the adult price.

And this is for Disney. We stayed at Mammoth Hot Springs hotel in Yellowstone and our son was 11 and was charged an extra person fee. Most places the rule is 18 or older, but it might be different.

For Disney tickets, they really don't refer to adult or child. Usually it's Guest 3-9 and Guest 10 and over.
