My neighbor is selling his 2004 GEM car (4 seater) for 3400. Should I jump on it?

That's a decent price if it's in good condition. Drive it first, though. The '04 models are very hard to steer. They didn't install power assist on the steering until '07. We own an '07 and it cost a LOT more than 3400.
