If you book room only at a good neighbor hotel, can you purchase ART later?

Yes. HOJO offered us the ART the last time we were there. We didn't want to use it but they offered while we were checking in along with park tickets.

ART is run by the city of Anaheim, not Disney. So anyone can purchase tickets for ART at any time. Many hotels have kiosks to purchase tickets from while others are sold at the hotels front desk.
