Do I have this right if I am arriving SW? We arrive side A level 3. To get my luggage I go to level 2. Do I need to cross over at anytime to get to B side on Level 1 to get to DME?

Yes. To get to DME on the B side from SWA on the A side, you will need to cross over on level 3 and then go down to level 1 on the B side. If you use DME to collect your bags (if you are arriving between 5:00 a.m. and 10:00 p.m.), you can just proceed straight over on level 3 and then go down to level 1.
