Does the ID card holder have to have a ticket? Or, can they just come and activate the tickets at guest services and not go to the parks and not have a ticket.
 
I would assume they would need a ticket as well. Every time we have activated, they have asked who is the service member/spouse and activated that ticket first.
 
I don't think they have to have a ticket, but they can only get a total of 6 for the year, and if they get the total, one of those must be for them. The other five could be for anyone, but they will have to be there to activate them.
 

My friends mom is buying them 4 tickets but Mom doesn't want to go. She lives locally. Just trying to find out for her.
 
It would still be cheaper to buy the mom one, activate it and not use it. Than buying 4 regular park hoppers.

When you use the Salute Tickets/4 day hopper pass the service member has to be with you. You have to activate the tickets at Disney and the service member has to show their military ID.
 
We have purchased both and we didn't have to activate the Stars and Stripes tickets and only had to show ID to purchase them. However the Salute tickets is an awesome deal at $196 for a 4 day hopper.
