For which meals (breakfast, lunch, or dinner) are there characters at Ariel's Grotto? And what is the earliest time for a breakfast reservation? Is it like Minnie's Plaza where you can make a reservation during EA even if you don't have EA privileges?

Princesses are the for breakfast or lunch. First reservation is dependent on park hours. If the time is available, the reservation may occur during the EMH. You do not have to stay onsite to get an early reservation.
