You are correct about universals system. The staff communicates to each other and knows what is available. If there was a line to be seated they held the line of people going to get food. VERY organized.

We planned to go to pizzafari at lunch time and the line extended out the door. Sure there is a person at most places controlling who goes to what order window, but it seems they could care less if there is a place for you to sit and enjoy it
I have to ask if there's some magic way Universal can have one's order ready instantly, that makes restricting access to ordering the food more efficient than restricting access to the tables when ready to actually eat? And how do people who feel the whole family shouldn't have to wait in the ordering line react? With Disney's system, there isn't a line waiting to be seated.
Did you check the seating situation at Pizzafari? I'm only aware seating is restricted at some counter service locations and only during peak travel/meal times - but it's possible Pizzafari would do the same if busy enough.
we will not eat at overly busy places because it is just to dang stressful but I was wondering..
if everyone waits in line, gets the food, then goes to sit and eat.. once done and it is ice cream time does everyone have to clean up and leave the table and then relocate to a new table when they get their ice cream?
Restricted seating is primarily used at Cosmic Ray's and Pecos Bill's,at peak travel times during peak meal periods. Neither location offers frozen dessert menu items.
