If you were allowed in a line at disney with a too small child you were very luck as disney police is if you are too short to ride you are too short for the line.

I have, probably is up to the cast member, and always do child swap but we do the line together with the kid who is not tall enough for the ride
just remind them that exit will have CM in character taking them down. have seen some get scared to enter because of CM not believing it was chicken exit
That was me when I was twelve. My mom wanted us all to at least go through the line because she'd heard how cool the theming was, and I just got progressively more freaked out the closer to the front we got. We got up to the front and she explained that only my brother would be riding, and the two of us got escorted into an elevator by another cast member and taken to the exit. I was afraid that they were still going to drop us in the normal elevator! Of course all that really happens is you get a bit of gentle ribbing and then they tell you to have a good day.
Tangentially related story: one time I was on ToT and I saw a woman trying to get her terrified young daughter to board. The kid was having none of it and was in absolute hysterics, and instead of getting back out of the ride vehicle the woman just snapped at her that she could meet her at the exit. So off we go, last thing we see before the doors close is this crying kid.But then the ride finishes and the door opens up to unload, and instead of a CM giving us the exit spiel it's this same little girl in a miniature bellhop coat and hat, grinning from ear to ear, giving the spiel like they've had her rehearsing it the whole time she was waiting. Still felt bad for the kid because what parent does that, but at least the CM's stepped up and turned it into a positive experience.

I took my kids to a theme park with something called "Fast Lane" and they figured out how to totally abuse it within 2 hours.

too short like the OP is asking, I'm actually surprised of how rare it is that I was allowed to, I simply told the cast members even before the have to tell me he was too short I told them we are doing child swap and that's it after getting our ticket to come back after the first parent ride we just all together walked in the line and right before boarding when they asked "how many" I and my little one took the chickened exit, waited outside for my husband and did the swap and then I rode with the fastpasswas your child too short or just did not want to ride?

I'm not stating disney will allow the kids go in the line as a regular practice, just saying I got into the line without problem probably because of the cast member chose to let me, my point is, it won't hurt to ask at the cast member, obviously don't go telling you know someone who was allowed to, it won't do any good to your cause

Because of course, if a parent snuck a too-short child onto the ride and, heaven forbid something happened, you KNOW there'd be a lawsuit against Disney for negligence.
Anyone who is too short to ride should NOT be allowed even in line.
That CM was totally wrong to do so, and was risking being fired. That is not even pixie dust, it is reckless and the CM is very lucky they weren't caught.
Yep I know two people in my town that worked for Disney both were fired for letting a too small child in line. I do know the story behind one time the other person just said they got fired fro doing this.Those were very lucky CMs - they should have gotten fired for letting a small child into the queue.
There is NOT an alternative exit on POTC. About 10 years ago the line was really heavy and I started to get uncomfortable with how close everyone was to me. I started to have a panic attack and we were close to the front so I kept it together and then asked the CM to direct me to the exit. They told me I had to go back through the line. I was furious about it, and almost in tears by the time I worked my way back through the heavy line alone (my mom, her fiance and my boyfriend all went on the ride). I asked for a manager in the gift store, and I did get to speak with one, but they told me there wasn't any other way out and were dismissive of my concerns. So, I would ask the CM at the entrance. I've had to leave a couple other rides before because of panic attacks (single file lines don't bother me, but when everyone is squished together I start to feel trapped), but POTC was the only one that didn't have an alternative way out except back through the line.
POTC loads in one building, exits in an entirely different building. There's no way around it - you can't 'get there from here'.
