Are the Minnie Vans at every resort?

You must use the app to make the request. And only get in the one that the app matches you with (they are numbered)

We stayed at Art of Animation and last Saturday, we wanted to take a Minnie Van back to the hotel from the Boardwalk. The Minnie Van option didn't appear in the Lyft app, so I went to the front desk of the Boardwalk hotel, and the cast member took my phone number to add the Minnie Van option for me. I just had to close the app and open it again, and then I could request a Minnie Van.

Took a Minnie van this morning and the driver told me they'd add folks on the app even if they aren't staying at one of the resorts that offers Minnie vans, you just need to go to a resort that offers it. He also said they are currently working to get more vans and hope to roll them out at all resorts eventually. Even at this point the availability is a bit limited - we didn't have any problem getting one at 7:30 this morning from Yacht Club to MK, but there were none available at 11:30 from MK back to Yacht Club. And at $20 a ride they are a bit expensive. We took Uber from Yacht Club to Wide World of Sports and back and it was about $8 each way, so a saving of $24 round trip.

Not 100% accurate. My parents are there right now staying at Coronado. They had breakfast at Kona yesterday and dinner at The Wave tonight. Neither resort would enable the service.

My BIL could not get it enabled at Boardwalk last week.

They will. But not 100% of the time when asked. That's the part the driver left out
And yes, they are going to get more vans and yes they are going to expand.
Until they do, they can't add it to every guest that comes to Disney.
They have it limited for a reason. If they added it for everyone there be even less availability than there is now.
Some trips are less than the Minnie Van cost but a lot are not. We have a lot of rides with Lyft and Uber that exceed $15 with a tip

Yes, you can take one from GF to Disney Springs (I’m assuming for this answer you are a guest of a Deluxe resort). $20 flat fee no matter where you go on property. They fit 5 people and there are 2 car seats available if needed. (Note, it’s only 5 people even with car seats, it’s not 5+2 car seats, if that makes sense).

We are staying at GF, can I go from Disney springs to GF instead. It makes perfect sense by the way. We have a total of 5. 3 adults and 2 kids. Just thought it would be something to try and after shopping at Disney springs might be easier that way.

Also, if you are using a car-seat and a booster. They will install the car-seat in the passenger side captains chair and the booster in the drivers side. Usually they will install the seat then ask you to buckle your kid up but I had one driver who did also buckle our child.

I know you have it right, there are only 2 in the entire fleet and they can only carry 1 each and they can't fit 2 car seats too.
You'd have to have 2 vehicles. Do both of yours have to be ECV friendly? That could be an issue is someone else has already called for one or both of them.
And you do have to call for them, not use the app
The Boat/Bus would be the other option
