Heading to Universal for the first time ever tomorrow, and will be there during the first Mardi Gras concert event. According to the website, the concert is at 8:30pm, but the park closes at 9. Does that mean that rides are going to be operating during the concert? Will the concert end by 9?

Rides don’t stop due to the concerts
They will be open until the park closes

If you are in a ride line and it is park closing time, you are allowed to stay in that line
Rides continue until all have ridden

But no one is allowed to enter the ride line once the park closes

At Christmastime they did shut down Rip Ride Rocket during the shows because of the noise from it and proximity to the stage. Everything else was running.

Personally my favorite time to go onto rides. I've been to a couple of concerts, but some concerts not interested in. Also, I've only seen the parade once. That's another good time to run away from the crowds and focus on doing attractions.

Thanks, that's a good tip. The parade does not sound like our thing at all, so I might as well use that time to a catch a ride or two with lower crowds!

I mention it, because I believe the two events are almost back to back. So, it should be a decent amount of time for the queues to get a lower wait time. I never been a parade person no matter which park I am at. Typically if I watch one it's typically if others want to do so. I personally do not mind it and it's decent to look at. However, if I can avoid crowds I can and I'd much rather take advantage of others being distracted. However, it is a good way to get free beads though.

All the rides are open until the posted closing time (concert may be slightly after that) . Rip Ride Rockit may shut down earlier, but I think it depends on the Artist doing the concert (It's up to them).
