Are PINs transferrable?

I keep seeing threads asking how to get PINs and people hoping for a certain PIN. I am not sure how, but we are always getting PINs. We have gotten 3 different codes in the last month.

We haven't decided which PIN we will use yet, but when we do, can I help somebody (or 2) out and give them the PIN codes that we won't be using? Are they tied directly to my name and my name only, or can anyone use the code? It just seems so unfair for them to go to waste if there is someone out there that can use them. Thanks!
