Are pin codes only for those who don't go often?

Just wondering if they send pin codes out to people who have not been in over a year or longer? Is there anyone that goes two or three times a year and still got a pin code in email or live mail?

We have been the last 3 years. We go to Disney only once a year. Last year we received a pin code and we got another one this year (the first year we had free dining).

I go three or four times a year and have NEVER received a PIN code. I guess they figure they have me hooked, so why bother with sending me a PIN code. I also order their planning DVD about every 6 months, have ordered the DVC and cruise DVDs, filled out every survey they've ever sent me, fill out the surveys every time I'm stopped in the parks, and always have the CMs check every time I call to make sure my email address is correct and checked that they can send me mail. Still never get a code!

This is our fourth year in a row and the first year we got a pin. The last 2 years we did free dining. This year we are going at a different time using the pin.
