My kiddos made some Halloween goodie bags to pass to other children at WDW, we will not be home or trick or treating this year. They wanted to spread a little magic themselves:tink: . Do you think this is ok? There is no candy in them, just little toys.
thanks

As long as you ask the parents of the children before allowing your child to give the goodie bags to the children, you should be all set. When we saw kids in costumes we liked, we gave away those pens with the springy characters on top that light up when you push the pen down and asked each parent if it was okay before we gave it to the child. Every single parent said their child(ren) could have them.

It is fun to give little things away :)
