Are discounts offered on peak dates?

Trying to do some options comparison with a variety of potential timeframes we could go in 2017. We live in MA, so our school breaks are President's Day week, and next year the April vacation happens to be week after Easter.

My questions:

When do the 2017 rates get released? (About how much do they go up every year?)
Do they often have discounts for those peak dates, or are those usually not discounted? (we have been renting 1 Bedroom villas in the past, usually Boardwalk). If so, about what % would be expected from the rack rates?

Interested in this as well. Mousesavers says not all blackout dates are listed in their historical discounts section.

I suppose even if Disney doesn't officially blackout a particular night, they could still limit the block of discounted rooms to almost zero.

Earlier today the live chat told me I could call and get 2017 prices but they are not yet online and could not say when they would be. We are also in MA looking for the same April dates.

Based on my past experience, you stand a better chance of finding a discount of some sort for President's Day than Easter. Most of the time the week before and the week after Easter are not included for discounts. I have visited President's Day week with discounts in the past. Sometimes you can't book a discount for just the weekend, but can get it if you are staying longer.
