April 19th p/u car rental. Is $31 a day decent?

It depends on the size of the vehicle that you're renting but, unless it's a larger car or some type of specialty car, that's seems high to me. However, most good rates will become available much closer to the pick up date.

When we reserve a rental five or six months out we generally do it to make sure that we'll have the vehicle size that we want. Then we start looking at rates a month or so from the rental date and modify our reservation to take advantage of updated, lower base rates and/or coupons that can be added to the reservation. The cost difference can be substantial.

If you haven't already looked at the car rental section at mousesavers.com, I'd suggest that you do that as they often have several discount coupons available for each of the car rental companies.

it's actually a really small car. i'm new to renting cars but thought that since April is so busy, i'd get a decent rate now.

I don't usually rent in April, but have in various places four of five times over the past 25 years. Your assumption that you'd get a good rate early just isn't how the car rental industry works.
Rates can change at any time due to rental patterns but they're most likely to go down as you get closer to a rental date. And, even then, rates can changes daily.
Several of the companies will offer last minutes savings on some vehicles at some locations. That probably won't be the case in locations like Orlando during holiday periods and possibly big school vacation times. So, I'd think that it depends on when in April you're going and whether it's at Easter time.
My advice is go ahead and make your rental reservation and then periodically modify the reservation when better pricing becomes available. Reserving a car does not require any payment upfront.

I have a compact (Focus type) booked through Budget from April 14 to April 24. Picking it up at Sanford and returning it there. I'm paying about $325. I booked it quite awhile ago. When I checked to see what the rates are doing, the rates had gone up..to about $400. And Easter is the day we leave, so I figured I would be paying higher rates to begin with. It's spring break so car rentals are not going to be rockbottom in Florida.
I'll keep checking as the months go by and jump on anything that is cheaper than my current rate.
