AP Voucher Question

Can I book the AP room rate if I only have a voucher? If so, do I have to convert the voucher to an AP before check-in? TIA!

No and yes.
No you don't have to have AP passes before you book a room, you can use the voucher and yes you have to pick up your AP pass before check in.
