1. Anyone can buy an AP correct- not just Florida residents?

2. Where can they be purchased? Can you get them at the Disney Store?

3. Where can they be activated?

4. Who has to be the holder of the AP in order to get the resort discount? Does it have to be an adult AP?

Anyone can buy an AP.

You can order them from CRO or from TDS - you will then get vouchers to redeem when you get to WDW. You can also buy them at any Park Guest Services or the TTC where they will be the actual passes. You can also buy them at TDS at the Orlando airport and get a "real" AP.

You can activate the vouchers at Guest Services at any Park (and maybe the TTC?)

I am not sure about that...
 
I would think that it would have to be an adult annual pass to get the discount since the room has to be in the passholder's name and you have to be 18 to book a room.

They can also be purchased at any WDW major park ticket booth and at either of the two Guest Relations offices at DTD.

The official Disney policy is that it must be an adult. However in recent years they have always accepted a child's AP as long as that child was staying in the room. I see no reason to doubt that this will continue to be the norm. In all honesty, they never even ask to see the AP in probably 95% of the cases.
