I am sure this has been asked and answered before, but here it goes. Does your AP have to be activated to book the AP rate or can you just use your voucher? I have a friend who has AP passes but has left over hoppers to use. So can she use it for a room discount but not activate it??? Can you book more than one room?

you can book 3 rooms but the ap holder has to be there to check in ( so you can't book a room for someone if you are not going to be at wdw at the same time)
we used vouchers to check in once( at Vero Beach,where oddly enough you can NOT activate an ap). we have reserved our rooms before we got the vouchers with ap rates but had the activated voucher by check in. some are asked to show the ap at check in other's are not so if you are wondering if you would have to activate it when you are there, you are only allowed the ap rate for the length of your ap. i don't know if you would get* caught* if you did not activate it or not but you really only get the rate with an ap.
 
You can make a reservation without having an activated pass (voucher) and you can check in with a voucher. You will be expected to activate the AP before check-out or you will be expected to pay rack rate. This is Disney policy.

You can only exchange the voucher for an AP at guest relations at DTD, entrances to the theme parks, and at ticket counters. You cannot exchange the voucher for an activated pass at your resort. (This is to the best of my knowlege.)
