AP hotel discounts anytime?????

Are the Annual Passes good for resort discounts all the time or just at particular times in the year? I would like to get 2 rooms, probably at ASM, but I really need to cut some costs.
How do I go about making the reservation without the AP first, can you just get it when your down there?

you can make your ressies without having an AP...just have to have it when you check in
