AP for Florida Residents Only?

I went to the Universal Orlando site for tickets and the Annual Pass section seems to be for Florida residents only? Is there no annual pass available for non-Florida resdients? Even though we wouldn't visit again, I would consider an AP purchase if it sufficiently reduced my room rate. How many rooms can I book if I buy (if possible) one AP.

My plans are set! I was able to re-book one of our three rooms at the annual pass rate for March and I can purchase the other 6 tickets at a 15% discount after I get my annual pass. Thanks again for directing me to the right place!
