Ok, have I got this right? People staying at Pop are not allowed and cannot access the pools at AoA. But people who stay at AoA are not allowed, but can access the pools at Pop.

Yes.. AoA guests can walk right up to the POP pool because it is not gated, HOWEVER, they are NOT allowed to swim at that pool. Vice versa.. except AoA is gated and POP is not.

Technically, yes. There are no gates at POP's pools, but that doesn't give anyone the right to use POP's pools unless they are staying at POP. Honestly, though, I cannot fathom why anyone in their right mind would want to swim at POP if they are staying at AoA. The pools at AoA are going to be FAR more appealing.

When you look at all of the WDW pools, very few of them are gated. But the pool hopping rules still apply. I see this as a non-issue. As a PP stated, the pools at AOA (especially the Big Blue) will probably be sufficient to keep the AOA guests from feeling any need to invade the POP pool.
