Anyway around the "pirate cruise" restrictions

We are meeting up with some friend who are going to be at WDW the same time as us. We have two pirate cruises booked for our son. Our friends have a son who wanted to go on this and they are staying off property. They were told that our sons friend would not be able to go on because they were not "resort guests". I understand why WDW would have a rule like that, but is there anyway around it? Our sons friend reallly wants to go. What do they check at the dock?
Please advise TIA

I have never heard this is for resort guests only. I recommend making a call and seeing if you get the same answer.

That is not a requirement. We live about 30 mins. away and my son has gone on the cruise without being a resort guest.

I just called tours. The person I spoke with says she doesn't know who told me that info, nut it is not correct. Anyone who purchases the ticket and meets guideline can attend.
