Any gamers/software designers out there?

I'm sure this is not the best forum to get this kind of information, but I thought I'd throw it out there anyway.

I have a P.C. simulation game (Caesar 3) that was designed to be used with Windows 95. There is a newer version of the game that is designed for Windows XP and Vista. However, I don't like the newer version as well. I still prefer to play the older version. It works fine with Windows Vista, except I can't get the game cheats to work.

Are there any software designers or gamers or geeks out there who might know why the cheat codes don't work with Vista, and how I might fix that?
 
As for my background, I write software for NASA spacecraft. I'm stunned it works at all on Vista. Does every other game feature work OK? If so, then it is odd that the cheats don't work. How did they work under '95? That is, what were the key strokes?

Yes, everything else in the game seems to work just fine. The keys for the cheats: first you have to right click on one of the buildings (it's a simulation game), then press ALT or CTRL + k. When I right click on the building, nothing happens except it brings up the normal dialog box that explains what the building is.
 
I'm stumped. Have you tried pressing another key (esc, alt, ctrl) when doing the right click. It's just a guess. The only thing I'd try is to try Google.
