In that 3rd bedroom "lockout" is there a door that you can close from the main living room and does it block out noise from the rest of the apartment?

Yes, there is a door.

In Phase I, not Phase II, we could hear noise from the other apartment, especially when the children were running around the unit and trying to open the door
