another newbie question -- DLR points

I'm looking into DVC and have a question on using points at DLR. I know once the VGC open, points can't be used at the GC. I'm confused about the $95 fee. Is this a current charge to book at the DLR hotels or will it be a charge only after VGC opens?

DVC doesn't currently charge a reservation fee for any of the three DLR hotels. Many members expect that to change once the DVC portion of the Grand Californian opens in Nov/Dec 2009.
