Do I need to have my vacation fully paid before I can make my fast pass + reservations

No you do not. If you are staying on property and you've paid your 200 dollar deposit you can make your Fast Pass reservations 60 days before your trip!

No. You just need to be within 60 days if you're staying on property or 30 days if you're off property.
